Katie Jarl, Texas State Director with The Humane Society of the United States, presented Galveston Officer Lieutenant Joel Caldwell the Humane Law Enforcement Award for his leadership in combating illegal animal abuse.
Caldwell said he was excited when he learned that he would receive the award, but he gave credit to others in law enforcement who worked with him on the case.
"I coordinated the effort but it couldn't have been executed without the help of everybody involved," Caldwell said.
