Texas Port Expansion Act

The Texas Senate Transportation Committee today approved SB 28, the Texas Port Expansion Act.
The legislation provides for the Texas Transportation Commission to provide funding through the Texas Mobility Fund to be used for port access improvement projects, projects providing for improvements of public roadways that enhance connectivity to ports. A committee of nine members is also to be appointed, with one member from the Port of Houston Authority, three members representing maritime ports on the upper Texas Coast, three representing maritime ports along the lower Texas coast, a member appointed by the Lieutenant Governor, and one appointed by the Speaker of the House of Representatives.
The legislation also includes a Ship Channel Improvement Revolving Fund, which will be provided for through donations, gifts, or grants to the Texas Transportation Commission and used to make loans for channel improvements.
"In order for Texas to remain the number one exporting state we must continue to enhance connectivity to ports and invest in port infrastructure," Texas Lieutenant Governor Dan Patrick Said. "SB 28 will accomplish this goal by providing critical funding opportunities that ensure our ports remain competitive."
A companion bill, HB 4021, has been introduced to the Texas House of Representatives.
