Missouri City City Council on Monday voted unanimously to approve an agreement for consulting services with Tip Strategies for the creation of an economic development plan.

The city plans to create a plan through a three-phase process, with discovery, opportunity and implementation to develop an economic development strategy for the city.

The city council voted unanimously to grant, on first reading, a specific use permit to allow for the location of a public groundwater plant along Scanlin Road, north of Quail Green West and Hunters Green subdivisions, in Fort Bend County Water Control & Improvement District No. 2.

The city council voted unanimously to approve allocations for the 2017 Community Development Block Grant Annual Action Plan.

The city is receiving an estimated allocation of $281,265. Of the total amount, $41,040 will be provided to public service activities, such as Fort Bend Seniors Meals on Wheels, Child Advocates, ACHIEVE Fort Bend and Educational Scholarships.

The remaining $240,225 will be used for non-public service activities, including housing rehabilitation, code enforcement and administration.

The city council voted 5-1, with Chris Preston opposed, to approve the payment of legal fees in excess of $50,000 in a lawsuit filed by the Newpoint Estates Homeowners Association, L.J. Butterfield and Ivan Butterfield against the city, and a subsequent lawsuit filed by Creekmont Community Association against the city related to a zoning matter.

The city council voted unanimously to adopt a resolution denying CenterPoint Energy Houston Electric, LLC's application to increase electric distribution rates in the city.

CenterPoint has filed to increase its Distribution Cost Recovery Factor to receive an additional $89,560,854 in revenues. The Gulf Coast Coalition of Cities, of which Missouri City is a member, has recommended denial of the application.
