ACC Regents Approve Tax Notes, Budget

Alvin Community College regents unanimously approved $25 million in maintenance tax notes as well as the 2018-19 fiscal year budget during their meeting on August 16.

The tax notes which will be paid back over the next 20 years will fund upgrades to aging infrastructure on campus including the replacement of water lines, roof repairs, HVAC equipment, electrical, security and more. Many of the facilities on the ACC campus are more than 50 years old and are in need of improvements to critical systems.

Over the past year and a half, the campus has faced numerous issues that have caused classes to be cancelled or moved to alternate locations. Those problems have included gas leaks, equipment failure, chiller malfunction and plumbing issues.

In other action, board members voted unanimously to approve next year’s fiscal budget. The $32.92 million Maintenance and Operations budget is 5.7 percent more than the $31.13 million budget this year. The new budget will go into effect September 1 and includes a 1% pay increase for employees as well as a $1.75 million payment in the tax notes.

Community colleges are funded through three main sources: state appropriations, student tuition and fees and local property taxes. Estimated revenues for the upcoming fiscal year include $17.21 million from property tax revenue, $7.54 million from tuition and fees and $7.93 million from state appropriations.

The board will have two hearings on the tax rate on August 27 and September 11 both at 6 p.m. in the Nolan Ryan Center. The board will vote on the tax rate at the September 20 meeting.

The board also:

-approved hiring Dr. Stacy Ebert as Dean of Health and Legal Services

-approved hiring of instructors for Math and Human Services

-presidential goals for 2018-19

-contract for food services in campus café

-annual purchasing requests for 2018-19 fiscal year

-monthly financial reports

-investment policy

-update to Local Board Policy

-heard data report on Student Success Points

The board will have its next regular meeting on September 20 at 6 p.m. in the Nolan Ryan Center.
