H-GAC Seeks Public Input on Use of Harvey Infrastructure and Home Buyout Funds

The Houston-Galveston Area Council (H-GAC) Board of Directors approved a Method of Distribution (MOD) for approximately $241 million in Harvey recovery funds to support infrastructure projects and home buyouts/acquisitions outside the City of Houston and Harris County. The funds are part of the first round of Community Development Block Grant (CDBG) funds provided by the U.S Department of Housing and Urban Development to support long-term recovery in Texas. The MOD underwent a rigorous public input process that went above and beyond the requirements of the State of Texas General Land Office. Specific information, and city and county level allocations, can be viewed at www.h-gac.com/harvey/cdbg-disaster-funds.

The Texas General Land Office has reviewed the H-GAC Board-approved MOD and requested that H-GAC seek additional input on the Council of Government (COG) Method of Distribution for 2017 Hurricane Harvey CDBG-Disaster Recovery Allocation Summary Form (Summary Form) accompanying the allocations. These forms focus on guidance supporting long-term recovery, affirmatively furthering fair housing, addressing unmet housing needs, and determining how economic revitalization and infrastructure activities contribute to long-term recovery.

H-GAC is continuing our Citizen Participation process by seeking input to help inform guidance we will make available to local governments as they plan and prioritize use of their allocated CDBG Disaster Recovery infrastructure and home buyout/ acquisition funds.

We are especially seeking input on the elements found in pages 5–8 of the Summary Form. We are not seeking comments on the H-GAC Board-approved allocation formula.

H-GAC will host a public meeting as part of continuing the Citizen Participation process. The meeting will include a brief presentation by H-GAC staff and opportunity to provide written and oral comments. The public meeting is scheduled from 10 a.m. to noon Monday, September 10, at H-GAC Conference Room A, Second Floor, 3555 Timmons Lane, Houston, Texas.

The public comment period regarding the Council of Government (COG) Method of Distribution for 2017 Hurricane Harvey CDBG-Disaster Recovery Allocation Summary Form opens at noon Thursday, August 30, 2018, and will close at noon, Friday, September 14, 2018. A hard copy of the document will be made available for public inspection at the H-GAC reception area at 3555 Timmons Lane, Suite 120, Houston, Texas 77027 throughout the comment period.

H-GAC will accept written comments beginning Thursday, August 30, through noon Friday, September 14.
