League City City Council on Tuesday voted unanimously to approve, on first and final reading, an ordinance adopting a land use assumption and capital improvements plan for which a roadway capital recovery fee may be imposed.

Under Texas Code, the city may assess a capital recovery fee based on land use and capital improvements over the next 10 years. The fee would be a one-time charge assessed on new development for a portion of costs related to the improvements.

The city council voted unanimously to approve, on first and final reading, an ordinance for a special use permit to allow an auto repair and other heavy vehicle service use on approximately 2.45 acres at 2405 South Gulf Freeway.

The city council voted 5-1, with Larry Millican opposed and Greg Gripon not present at the time of the vote, to approve an ordinance rezoning approximately 37.5 acres in the Town Harbour Estates Planed Unit Development.

The city council voted 6-0-1, with Dan Becker abstaining, to set dates for conducting regular meetings in November and December.

The city council will hold regular meetings on the second and fourth Tuesdays of November, but will hold a single meeting on the second Tuesday of December.

The city council voted 6-1, with Millican opposed, to award a $4,358,000 contract to Gamma Construction Company for the Fire Station No 6 Project.

The motion included the addition of a WestNet System and a diesel exhaust extraction system as part of the project.

The city council voted unanimously to appoint Malcolm Daly to the Parks Board.

The city council voted unanimously to nominate Amy Kilgore to the Ethics Review Board. The appointment will be confirmed at the next meeting.

The city council voted 6-1, with Becker opposed, to appoint Dick Hoskins Gregg, III as associate judge of the Municipal Court of Record for the city for the remainder of a two-year term ending on January 31, 2020, and authorizing a rate of $150 per hour.

A vote to approve the item on first and final reading was approved unanimously.

The city council voted unanimously to approve, on first and final reading, the issuance of approximately $11.55 million in certificates of obligation to fund projects in the proposed FY2019 Capital Budget.

The city council took no action regarding any items discussed in executive session. The items included discussion of a financial or other incentive to a business project seeking to locate in the city, as well as discussion concerning the potential purchase or sale of property and the matter of legal issues related to public improvement districts.

The city council took no action regarding an ordinance amending the service and assessment plan and levying an assessment for and on behalf of League City Public Improvement District No. 1. The item and an associated public hearing were pulled from the agenda.

All other items were approved by unanimous vote. Council Member Nick Long was absent. Agenda
