Statewide Superintendent Salary Survey Released

Austin—A recent survey of district trends in superintendents’ salaries and benefits was released by the Texas Association of School Boards (TASB) and Texas Association of School Administrators (TASA).

For the 2018–19 school year, 70 percent of responding Texas districts provided a base salary increase to their continuing superintendent. The average pay increase in 2018–19 for continuing superintendents was 3.1 percent. Up from a 2.9 percent increase in 2017–18, pay raises have hovered at 3 percent for the past five years. Pay increase amounts vary by district size and community type.

The TASB/TASA survey conducted annually by TASB HR Services is the first in a series of three surveys that is the most definitive study of school district compensation and benefits practices in Texas. Policymakers at both the local and state levels use the information to make decisions about educators’ pay. Below are key findings about responding districts:

  • The average superintendent salary in Texas for 2018‒19 is $148,854. There has been a steady increase in base salaries, rising 1.9 percent in 2018‒19 and 2.8 percent in 2017‒18. Half of reported superintendent salaries in Texas are less than $128,000 (median).
  • Superintendents in rural districts, which comprise 41 percent of survey respondents, received a 3.0 percent average pay raise. Major urban districts gave their superintendents a 1.1 percent average pay increase.
  • In districts with fewer than 500 students, the average superintendent salary is $97,270, up from $96,119 last year. These districts account for one-quarter of survey participants. In the largest Texas districts—those with more than 50,000 students—average base pay is $321,253, up from $320,532.
  • Analyzing superintendent salaries by community type, average base pay in rural districts is $102,711, up from $101,227 last year. TEA classifies 458 of the 1,022 public school districts in Texas as rural. Superintendent salaries average $314,670 among the 10 major urban districts—similar to last year.
  • Thirty percent of returning superintendents (185) did not receive a pay increase. Eighty-six percent of respondents (616) had a returning superintendent for 2018‒19.

Superintendent experience

The 2018‒19 survey also reveals that responding superintendents have held the position in their current district for an average of four years and have seven total years of experience as a superintendent in any district.

Most superintendents (62 percent) have served in only one school district. Of the 99 districts (14 percent) with a new superintendent for 2018‒19, 62 districts hired a superintendent with no previous experience in the position.

TASB is a nonprofit association established in 1949 to serve local public school boards. School board members are the largest group of publicly elected officials in the state. The districts they represent serve more than 5.3 million public school students.
