League City City Council Special Meeting

League City City Council, in a special meeting on Thursday, voted 3-3, with Hank Dugie, Greg Gripon and Keith Gross opposed, to deny an agreement to settle the matter of Mark Rohr vs. City of League City, et al.

The item failed due to being a tie vote. Todd Kinsey, Larry Millican and Andy Mann voted in favor of the motion to approve the settlement. Council Member Nick Long was absent from the meeting and Mayor Pat Hallisey left the meeting prior to the vote.

Rohr had served as League City's city manager. The city council had voted to terminate Rohr's employment with the city in December 2016.

The item was discussed in closed session. However, council members spoke on the item before voting.

Gross, whose term is ending, said he would be voting in opposition to the settlement as his last act on city council. He stated that Rohr demonstrated an inability to work with the city council.

“We shouldn't have fired him if we were going to give him more money,” Gross said.

Dugie also spoke on Rohr's termination, and said he would not support the agreement.

“He treated the people on his staff poorly, he treated people on the dais poorly and he treated the citizens of League City poorly, and I think anybody that looked into the case would have the same opinion,” Dugie said. “I think we're gaining enough for settling.”

Dugie wished Rohr well in his new job.

Council Member Todd Kinsey said he agreed, but said he would rather “put this behind us” so the city could move on.
